Criminal rec. check said my charge is "theft under $1000 but disposition says....?

17 years ago i was charged with fraud (i was 18 and cashed 2 gov't chq's i shouldn't have-i was dumb!) anyways now i am applying for a pardon but i noticed my RCMP criminal search came back and said "theft under $1000 SEC 334B CC WITHDRAWN...so what does that mean? because i did get a "punishment" and that part says susp. sent. and probation 12 months. I am very confused because to me withdrawn means that charges were withdrawn, so do i or do i not have a criminal record?
